Requires firearm show operators to post conspicuous signage at all entrances, ticket sales locations, and at least four additional locations within the show grounds stating that a national instant criminal background check must be completed before all firearm sales or transfers.

Mandates firearm show operators to notify all firearm exhibitors in writing that background checks are required and provide access to a federally licensed firearm dealer authorized to conduct national instant criminal background checks if the seller is not authorized to do so.

Prohibits firearm sales or transfers at shows unless the buyer has undergone a national instant criminal background check and complies with federal law (18 U.S.C. § 922(t)), and bars off-site completion of sales to avoid compliance.

Establishes civil penalties of up to $10,000 per violation of operational requirements, enforceable by the Attorney General, and classifies knowing violations of sale restrictions as Class 1 misdemeanors.
