Amends Arizona Revised Statutes Section 45-103 to correct the language describing the director's authority over surface water and groundwater.

Removes redundant phrasing in the statute by deleting one instance of "of" in the description of the director's control and supervision of surface water appropriation and distribution.

Maintains the director's general control and supervision of surface water, its appropriation and distribution, and groundwater as provided by state law.

Does not alter the substantive authority or responsibilities of the Arizona Department of Water Resources, serving only as a technical clarification to existing statute.
