Amends Arizona Revised Statutes Section 45-462 regarding grandfathered groundwater rights in active management areas.

Corrects a typographical error by changing "applicaton" to "application" in the section describing certificate of exemption amounts.

Confirms that groundwater use amounts described in a certificate of exemption application are recognized as legal uses for determining grandfathered rights under section 45-464.

Maintains existing provisions allowing persons who were legally withdrawing groundwater at the time of active management area designation to continue such withdrawals as grandfathered rights.
