Amends section 15-1409 to clarify that when calculating state aid to community college districts, students served by a district in a provisional community college district shall not be counted in that district's full-time equivalent student count beginning the fiscal year after the provisional district is formed and establishes its primary tax rate.

Specifies that the exclusion of provisional district students from a serving district's full-time equivalent count does not apply when calculating expenditure limitations under section 41-563, subsection B.

Amends section 41-563 to define "student population" for community college district expenditure limitation purposes to include students in a provisional community college district that receives services from the community college district subject to the expenditure limitation.

Changes the source agency for population estimates from the "department of economic security" to the "office of employment and population statistics."
