Amends Arizona Revised Statutes section 28-4333 regarding licensing requirements for motor vehicle dealers.

Removes the requirement that nonprofit organizations must have existed continuously in Arizona for five years before selling donated used motor vehicles without a dealer license.

Changes the method of selling used motor vehicles from "consignment" to "assignment" through a licensed motor vehicle dealer.

Allows nonprofit organizations exempt from taxation under section 43-1201 to sell donated used motor vehicles without obtaining a dealer license if they comply with specified conditions including maintaining tax-exempt status and not providing pecuniary benefits to members or employees.

Clarifies that persons providing purchasers the opportunity to buy vehicles from licensed dealers at set prices are not required to be licensed as dealers if they do not participate in price negotiations or delivery terms.
