Authorizes county boards of supervisors to appoint hearing officers to review property valuation petitions filed under section 42-16105 by majority vote.

Requires appointed hearing officers to meet qualifications set by the county board of equalization, including minimum experience in real estate appraisal/sales, hearing property valuation appeals, or arbitration.

Mandates hearing officers attend valuation review classes annually provided by either the county board of equalization or the state board of equalization.
