Establishes that teachers are guilty of unprofessional conduct subject to certificate revocation if they promote partisan doctrine, conduct unipartisan exercises, or encourage students to adopt the teacher's political viewpoints during classroom instruction or extracurricular activities.

Prohibits teachers from displaying a student's support for the teacher's political position in order to promote that position.

Requires school principals to investigate all complaints of violations before disciplinary action is taken.

Subjects school administrators to certificate revocation if they fail to actively prevent or cease a teacher's political or partisan activity in the classroom in a timely manner.

Authorizes the state board of education or superintendent of public instruction to withhold up to 10 percent of monthly state aid to school districts or charter schools that fail to prevent or cease violations within 60 days of notice, with restoration of funds upon compliance.
