Removes residential pool pumps and residential pool pump motors from the state's energy efficiency standards effective December 31, 2011.

Eliminates the requirement that pool pump motors operate at two or more speeds with low-speed capability and default circulation settings.

Removes the prohibition against split-phase and capacitor start-induction run type motors for pool pumps, with limited exceptions for two-speed motors and aboveground pool applications.

Also removes portable electric spas from the energy efficiency standards that were set to take effect January 1, 2012.
