Repeals Title 11, Chapter 7, Article 8 of Arizona Revised Statutes and sections 13-1509, 13-2928, 13-2929, and 41-1724.

Removes provision allowing peace officers to arrest persons based solely on removability from the United States as a public offense.

Removes provisions authorizing vehicle immobilization or impoundment for transporting or harboring illegal aliens.

Removes requirement to allocate penalty assessment funds to gang and immigration intelligence team enforcement mission border security subaccount.

Adds entrapment as an affirmative defense for employers in unauthorized alien employment cases under sections 23-212 and 23-212.01.
