Establishes a "meet and confer" process between state departments and employee organizations with at least 1,000 members regarding hours, wages, benefits, and terms of employment.

Requires departments to meet with qualified employee organizations at least once every two years, or more frequently upon request, to discuss conditions of employment in good faith.

Allows for voluntary mediation by a neutral third party if parties cannot reach agreement after reasonable negotiation, with any resulting agreement submitted to the governor for final binding approval.

Prohibits department employees and organizations from engaging in sickouts, work slowdowns, strikes, or service disruptions.

Preserves all existing department management rights including authority to direct work, hire, promote, discipline, discharge employees, and maintain operational efficiency.
