Establishes the Public Employee Bargaining Act (Title 23, Chapter 8, Article 7) creating a comprehensive framework for collective bargaining rights for Arizona public employees and establishing a Public Employee Labor Relations Board.

Grants public employees the right to form labor organizations, engage in collective bargaining, and be represented by exclusive representatives in negotiations over wages, hours, and terms of employment.

Creates the Public Employee Labor Relations Board with three appointed members to administer the act, designate bargaining units, conduct representation elections, and hear complaints of prohibited practices.

Prohibits strikes and lockouts by public employees and employers respectively, with decertification provisions allowing labor organizations engaged in strikes to lose representation status for up to one year.

Sunsets the Public Employee Labor Relations Board on July 1, 2022, and repeals the entire collective bargaining article on January 1, 2023, making this a temporary four-year authorization.
