Allows labor organizations to require nonunion employees in a collective bargaining unit to pay for the actual costs of grievance representation, capped at the amount of regular membership dues.

Defines "actual costs of grievance representation" as expenses for processing grievances, including staff time, transcripts, attorney fees, and arbitrator costs, but excluding political activities and collective bargaining costs.

Permits nonunion employees to reimburse representation costs through monthly payments equal to regular membership dues until the full amount is paid.

Allows labor organizations to sue for unpaid representation costs if an employee fails to begin reimbursement within 30 days after the grievance process concludes.

Preserves the right of nonunion employees to represent themselves or hire their own legal counsel in grievance proceedings.
