Amends Arizona law (sections 33-1242 and 33-1803) governing condominiums and planned communities to add protections against selective enforcement by homeowners' associations and community boards.

Requires associations to provide written explanations to unit owners/members within 10 business days of receiving a response to violation notices, including the specific provision violated, date of violation, names of observers, and contestation process.

Prohibits associations from proceeding with enforcement actions, including attorney fee collection, until the required information exchange with the unit owner/member is complete.

Entitles unit owners/members to damages if a court finds the association engaged in selective enforcement, awarding either triple the attempted penalty plus legal fees and costs, or triple the owner's actual damages plus legal fees and costs, whichever is greater.
