Requires county assessor to provide detailed list of taxed properties in proposed district area to persons proposing district formation, and requires this list to be included in district impact statements.

Adds requirement that district impact statements and petitions include maps and general descriptions of proposed boundaries sufficiently detailed for property owners to determine if their property is included.

Changes language from "will result" to "may result" regarding potential injuries from proposed districts or boundary changes.

Exempts property exempt under title 42, chapter 11, article 3 from assessed valuation calculations and prohibits non-taxpaying property owners from signing petitions.

Establishes procedure allowing up to 30-day extension for supplemental petition signatures if initial signatures are insufficient, with only one extension request permitted and verification required by county assessor.
