Adds new requirement that applicants for security guard agency licenses cannot be peace officers, including reserve peace officers, though retired peace officers are excepted.

Requires qualifying parties and resident managers to have at least three years of full-time experience as a manager, supervisor, or administrator of a security guard agency or equivalent supervisory experience with federal, military, state, county, or municipal law enforcement.

Specifies that employers must provide written certification of prior work experience within 30 calendar days upon written request, subject to independent verification by the department.

Allows applicants unable to obtain written employer certification to submit alternative written certification from other persons covering the same work experience for departmental consideration.

Maintains existing disqualifications including felony convictions, certain misdemeanors within five years, outstanding warrants, probation for violent offenses, mental incompetency findings, and unlicensed security guard activity.
