Expands the domestic relations committee membership from 20 to 21 members by adding a representative of a statewide sexual assault network appointed by the speaker of the house of representatives.

Modifies membership requirements to specify one noncustodial father and one noncustodial mother instead of two noncustodial parents, and one custodial father and one custodial mother instead of two custodial parents.

Requires that among two parents with joint custody, one must be a father and one must be a mother, and specifies this applies to minor children.

Changes domestic relations attorney membership from one attorney appointed by the governor to two attorneys, with one appointed by the governor and one appointed by the chief justice of the supreme court who must be employed by a nonprofit legal services organization representing indigent persons.

Renumbers subsequent committee member positions to account for the new sexual assault network representative and additional domestic relations attorney positions.
