Amends Arizona Revised Statutes section 15-502 regarding employment of school district personnel and teacher certification requirements.

Allows school districts to employ individuals without a state-issued teaching certificate if they meet instructional staff qualifications at a community college and currently work or previously worked as an instructor at a community college within the last 10 years.

Requires individuals without teaching certificates to obtain a valid fingerprint clearance card pursuant to title 41, chapter 12, article 3.1 to provide classroom instruction.

Makes clarifying grammatical changes to existing language regarding conditional teaching certificates and contract contingencies.
