Allows charter schools to voluntarily provide preschool programs for children with disabilities, in addition to the existing requirement that school districts offer such programs.

Authorizes charter schools to receive at least 10% of state preschool funding for children with disabilities that the state board of education distributes to educational providers.

Requires the state board of education to prescribe rules for charter schools providing preschool programs for children with disabilities, consistent with existing school district requirements.

Enables charter school governing bodies to submit proposals to receive preschool funding and requires charter schools receiving funds to include them in the special projects section of their budget.

Establishes that charter schools providing preschool programs must follow the same evaluation and placement procedures as school districts when admitting children with disabilities.
