Amends Arizona school finance law to add a new "K" (kindergarten) funding category with a support level weight of 1.352 in the base support level calculation for full-day kindergarten programs.

Adds a "K-3" (kindergarten through grade 3) funding category with a support level weight of 0.060 to provide additional support for educational improvements in early grades.

Appropriates $218,000,000 from the state general fund in fiscal year 2012-2013 to the Department of Education to fund the new kindergarten group B weight for full-day kindergarten programs.

Modifies the definition section of Arizona Revised Statutes to add the new "K" and "K-3" funding categories and renumbers subsequent definitions accordingly.
