Amends Arizona Revised Statutes Section 5-112 regarding dog racing and horse racing wagering and simulcasting requirements.

Modifies dog racing requirements in counties with population of 500,000 to 1.5 million persons to allow minimum of nine posted races on one hundred days per calendar year (instead of four days per week for fifty weeks), unless a different number is agreed to by written contract between the permittee and licensed greyhound racing kennel owners by February 1 of each year.

Extends dark day simulcast wagering provisions for dog racing at additional wagering facilities if the permittee has offered live dog racing in the applicable county for eight of the last ten preceding calendar years.

Provides transitional provisions until September 30, 2013 for horse racing permittees in counties with more than 1.5 million population, allowing up to 151 additional days of simulcast racing without live racing and permitting deduction of advertising costs from simulcast wagering amounts.

Designates the act as an emergency measure operative immediately upon enactment; approved by governor May 9, 2012.
