• Prohibits ordering or purchasing tobacco products by mail, internet, telephone, or other electronic methods except by licensed distributors or retailers purchasing from licensed distributors, with civil penalties up to $5,000 per violation and criminal penalties as a class 6 felony.

• Requires common carriers to refuse to knowingly transport tobacco products in violation of the delivery sales prohibition.

• Establishes bonding requirements for tobacco product retailers under section 42-3201, with bond amounts equal to the greater of $500 or four times average monthly tax liability, based on applicant's payment history and compliance record.

• Revises definitions of "tobacco product" in criminal code (section 13-3622) to include cigars, cigarettes, cigarette papers, smoking tobacco, and chewing tobacco, with penalties for furnishing to minors or misrepresenting age.

• Authorizes seizure and destruction of tobacco products in violation of delivery sales prohibitions and clarifies that contraband tobacco products cannot be reported or taxed.
