Amends A.R.S. § 28-6705 to allow board of supervisors to spend public monies for maintenance of public roads and streets laid out, constructed and opened before June 13, 1990 (changed from 1975), even if not constructed to standard specifications.

Permits maintenance of roads designated as primitive roads pursuant to section 28-6706, subsection D without requiring compliance with standard engineering road specifications.

Clarifies that road maintenance does not include purchasing or laying cement, but allows use of rock products, gravel and processed materials to reduce long-term maintenance costs.

Authorizes use of petroleum-based or nonpetroleum-based products for maintenance of unpaved roads, alleys and shoulders in areas where emissions may endanger compliance with national ambient air quality standards.
