Amends Arizona Revised Statutes sections 48-261 and 48-262 regarding fire districts, community park maintenance districts, sanitary districts, and hospital districts.

Clarifies that property owners with multiple parcels or undivided interests are counted as a single owner for purposes of determining petition signature requirements.

Establishes that the number of property owners is determined by the most recent county assessor assessment or department of revenue valuation, with multiple owners of one parcel deemed as one owner.

Applies these ownership determination rules to both initial district creation petitions and boundary change petitions for existing districts.
