Mandates completion of a gun safety course from an authorized Department of Public Safety instructor or proof of honorable military discharge before becoming a bail recovery agent.

Prohibits bail bond agents from employing bail recovery agents who are peace officers certified by the Arizona Peace Officer Standards and Training Board.

Requires criminal records checks through fingerprinting with state and federal background investigations, with registration contingent on Department of Insurance approval after receiving criminal history information.
