Amends aquifer protection permit fee rules to establish that after an initial one-time rulemaking, the director cannot increase fees without specific statutory authority.

Modifies the definition of "complex modification" for mining sector aquifer protection permits to include new waste rock piles that meet certain criteria regarding pollutant management area expansion or geologic conditions.

Adds exemption from aquifer protection permit requirements for point source discharges caused by storm events and authorized under Clean Water Act section 402 permits.

Expands the solid waste exemption for mining industry materials to include copper concentrate and allows consolidation of rock, leachate material, tailings, and slag at mining or metallurgical operations located up to 50 miles away (or farther with director approval).

Adds chapter 1, article 5 of title 49 to the list of remedial action programs whose approved substances and materials may remain on-site without being classified as solid waste.
