Amends Arizona Revised Statutes § 9-499 to add a definition of "dilapidated structure" as any structure likely to burn or collapse whose condition endangers public life, health, safety, or property.

Grants cities and towns authority to compel property owners to remove dilapidated structures along with rubbish, trash, weeds, and debris that pose hazards to public health and safety.

Allows cities and towns to remove or abate dilapidated structures themselves and assess the actual removal costs, including inspection and legal costs, as a lien against the property.

Establishes that assessments recorded for removal costs are prior and superior to all other liens except general tax liens, and provides payment schedules ranging from 1 to 10 years based on assessment amount.

Clarifies that "property" and "structures" include buildings, grounds, lots, tracts of land, improvements, and other structures constructed or placed on land.
