Amends compensation provisions for the Department of Veterans' Services when acting as conservator of a veteran's estate, surviving spouse, minor child, or incapacitated spouse's estate to set compensation between 3% and 10% of monies received (previously up to 5%).

Changes reference from "veterans administration" to "United States department of veterans affairs" for notice requirements in conservatorship proceedings.

Clarifies that the Department of Veterans' Services shall act as administrator, executor, conservator, custodial and representative payee, or guardian without additional bond beyond the corporate surety bond posted with the secretary of state.

Authorizes courts to charge each estate's share of bond premium to be paid from estate assets and deposited in the state general fund when the Department of Veterans' Services is appointed to serve in fiduciary capacities.
