Amends Arizona Revised Statutes Section 28-7046 regarding the establishment, opening, relocation, alteration, vacation, or abandonment of state highways.

Changes language in subsection A from "it shall enter a resolution on its minutes" to "the board shall enter a resolution in its minutes" for grammatical clarity.

Clarifies that when the board decides public convenience will be served, the board (not an ambiguous pronoun) shall authorize the director to proceed with highway actions and acquire necessary property by condemnation or other means.

Maintains existing provisions allowing the superior court to review board actions regarding state highways through certiorari proceedings.
