Extends the military family relief fund from December 31, 2013 to December 31, 2018, with unexpended monies to be transferred to the veterans' donations fund after that date.

Expands eligibility to include active duty, national guard, and reserve service members deployed from Arizona or who claimed Arizona as their home of record, provided they were discharged under honorable conditions.

Allows financial assistance up to $10,000 per family for widows, widowers, dependent children, and family members of deceased, wounded, injured, or seriously ill service members whose incidents occurred after September 11, 2001.

Authorizes the director to allocate up to 5% of donations received for program administration, including hiring an employee to process applications and support the advisory committee.

Maintains tax credit eligibility for donations up to $1 million per calendar year on a first-come, first-served basis, with required independent audits submitted to the auditor general annually.
