Creates a new statute (A.R.S. 13-2515) establishing the crime of evading arrest or detention, defined as intentionally fleeing from a peace officer who is reasonably known to be acting under official authority and attempting to lawfully arrest or detain a person.

Classifies evading arrest or detention as a class 1 misdemeanor by default.

Elevates the offense to a class 2 felony if the person's flight results in the death of another person during a peace officer's attempt to arrest or detain them for a felony offense.

Elevates the offense to a class 3 felony if the person's flight results in serious bodily injury to another person during a peace officer's attempt to arrest or detain them for a felony offense.

Excludes from the statute any person who uses a motor vehicle to flee and exempts deaths or injuries caused by underlying illness or physical conditions from the enhanced felony classifications.
