Amends Arizona Revised Statutes section 13-3108 to clarify state preemption over local firearm regulations, prohibiting political subdivisions from enacting ordinances related to transportation, possession, carrying, sale, transfer, purchase, licensing, registration, or use of firearms and ammunition.

Prohibits political subdivisions from requiring licensing, registration, or maintaining records of firearm owners or transactions, except that public establishments may temporarily store identification documents for weapon retrieval purposes and must return them when the weapon is retrieved.

Allows political subdivisions to regulate firearms only in specific circumstances including general privilege taxes, minor firearm possession restrictions, commercial business regulation, employee conduct, and firearm discharge restrictions in parks with specific exceptions for hunting, supervised ranges, nuisance wildlife control, and self-defense.

Declares that any local ordinance or rule relating to firearms that is more restrictive or has greater penalties than state law is null and void, whether enacted before or after July 29, 2010.

Establishes that violations of discharge restrictions in parks and preserves are class 2 misdemeanors unless the political subdivision designates a lesser classification.
