• Transfers $500,000 annually from the gang and immigration intelligence team enforcement mission border security subaccount to the Department of Emergency and Military Affairs for Project Challenge.

• Project Challenge funds come from the four dollars of the thirteen-dollar penalty assessment that would otherwise be deposited in the gang and immigration intelligence team subaccount.

• Maintains existing allocations of assessment monies to public safety equipment fund, local law enforcement agencies, and justice court administration.
