Allows 10% of qualified electors in a community of 1,500+ persons to petition for deannexation from a city or town.

City or town must call a deannexation election within 60 days of petition, with election held within 180 days, if deannexation is approved by a majority vote.

Deannexed land remains subject to taxation for any city or town indebtedness incurred before deannexation, unless the landowner pays off their proportionate share.

Deannexed communities must either incorporate as a new city or town or be annexed by another city or town.

Defines "community" as a locality where residents have common interests in services such as public health, fire protection, and water, and where residents interact in business and social activities.
