Amends Arizona Revised Statutes Section 28-1205 regarding photo enforcement systems for red light violations.

Photo enforcement systems may only issue traffic tickets for red light violations if the traffic control device (traffic light) conforms to the manual and specifications in Section 28-641.

Photo enforcement systems cannot detect violations until the traffic control device has been red for at least one second, establishing a minimum time threshold before a violation can be recorded.
