Amends section 48-1101 of Arizona Revised Statutes relating to county television improvement districts.

Changes "which" to "that" in the description of county board of supervisors authority to establish television improvement districts.

Clarifies that counties must have received payments from the United States or its agencies between January 1, 1975 and January 1, 1983 from hydroelectric power developments to be eligible to establish a district.

Specifies that counties must have used those funds during that period for acquiring, operating and maintaining television translator and relay facilities.

Confirms that television improvement districts are political subdivisions of Arizona and their property is exempt from taxation.
