Amends Arizona Revised Statutes Section 20-344 regarding uniform plans for workers' compensation insurance in Arizona.

Removes redundant language requiring rating organizations to report to "the designated statistical agent designated by the director pursuant to section 20-371, subsection D" and replaces it with simplified reference to "designated statistical agent."

Clarifies that insurers may develop subclassifications of uniform classification plans either directly or through their rating organization, removing duplicate use of the word "develop."

Maintains existing requirements that subclassifications and their rates must be filed with the director and have a 15-day waiting period before becoming effective.

Preserves the director's authority to disapprove subclassifications that cannot be reported consistently with uniform plans or do not meet rate standards under Section 20-356.
