Amends Arizona Revised Statutes section 30-804 to exempt retail electric customers receiving bundled, distribution, or transmission service at voltage levels of at least 46 kV from participating in or funding demand side management and energy efficiency programs administered by public power entities.

Adds new section 40-363 to Title 40, Chapter 2, Article 7 to provide the same exemption for customers of public service corporations and electric distribution utilities receiving service at voltage levels of 46 kV or higher.

Applies exemption to customers taking any combination of bundled service, distribution service, or transmission service at the specified voltage threshold.
