Amends Arizona Revised Statutes Section 20-103 to add a new exemption from insurance regulations.

Exempts contracts between employers or groups and health care professionals or medical facilities from being classified as insurance.

Applies only when the employer or group does not guarantee payment of or directly pay any portion of health care service costs.

Insurance regulations and requirements under Arizona Title 20 do not apply to these exempt contracts.
