Amends Arizona Revised Statutes section 49-429 regarding air pollution control permits and their transferability.

Clarifies that permits cannot be transferred between locations or sources, except for mobile or portable sources which may be transferred after notifying the Department of Environmental Quality.

Permits may be transferred between persons if written notice is provided to the director before the transfer, including the transferee's name, address, telephone number, statutory agent, and effective date.

Director may deny a permit transfer if the transferee is unable to operate the source in compliance with applicable requirements, with denial notice required within ten working days of receipt of transfer notice.

Denial of a permit transfer may be appealed as an agency action under Arizona Revised Statutes title 41, chapter 6, article 10.
