Exempts vehicles used to launch, land, or recover hot air balloons and gliders from off-highway vehicle registration requirements and dust control ordinances on state trust lands and other public/private lands with owner permission.

Prohibits cities, towns, and counties from restricting the launching or landing of hot air balloons, landing of gliders, or access of recovery vehicles on state trust lands or other public land when landowner permission is granted.

Allows aircraft recovery vehicles operating at speeds not exceeding 10 miles per hour for launching and retrieving hot air balloons or retrieving gliders to operate during high pollution advisory days when other off-road vehicles are restricted.

Exempts aircraft recovery vehicles from off-highway vehicle user indicia requirements and off-road vehicle operating restrictions under multiple Arizona statutes related to air quality and vehicle registration.

Amends state trust land permit rules to explicitly allow launching and recovery of hot air balloons and recovery of gliders without restrictions or limitations.
