Reduces the size of Arizona Court of Appeals Division 1 from 16 judges to 3 judges and Division 2 from 6 judges to 3 judges.

Eliminates the departmental structure within each division and removes requirements for judges to be elected by voters from specific counties outside Maricopa and Pima counties.

Repeals sections 12-145, 12-146, and 12-147 of Arizona Revised Statutes and section 12-120.02 relating to court of appeals organization and judge selection.

Changes the court of appeals fee retention rate from 8.36% to 1.0% of monthly collected fees, with the remaining fees distributed to the judicial collection enhancement fund (19.42%), elected officials' retirement plan fund (26.00%), and state general fund (53.58%).

Designates one department of Division 1 to hear all tax court appeals under section 12-170, as assigned by the Division 1 chief judge.
