Amends Arizona Revised Statutes Section 11-410 regarding county use of resources in elections.

Changes the term "reports" to "pamphlets" when describing informational materials counties may distribute about proposed bond elections under Section 35-454.

Maintains the prohibition on counties using personnel, equipment, materials, buildings or other resources to influence election outcomes.

Preserves the exception allowing counties to distribute bond election information and report on official board of supervisors actions.

Protects employee civil and political liberties from being restricted by the statute.
