Amends Arizona Revised Statutes section 28-884 regarding parking spaces designated for persons with physical disabilities.

Prohibits parking in specially designated disabled parking spaces unless the vehicle displays a valid placard or international symbol of access special plates and is transporting a person with a physical disability.

Allows drivers chauffeuring persons with physical disabilities to momentarily park in disabled spaces for loading or unloading purposes without a placard or special plates, and prohibits issuing complaints for such momentary parking.

Clarifies that the vehicle being driven must have a valid placard or currently registered international symbol of access special plates to legally use designated disabled parking spaces.
