Amends Arizona Revised Statutes Section 15-726 regarding textbook and instructional computer software purchases in small schools.

Changes the county school superintendent's role from having "advisory authority to assist" to simply having authority to "advise" the governing board in selection and ordering of textbooks and instructional computer software.

Maintains existing procedures requiring state welfare institutions and accommodation schools to purchase textbooks and instructional computer software using the same methods as common schools.

Requires welfare institutions to use their own institutional funds for purchases, while accommodation schools' purchases are funded by county school superintendents from county school reserve funds.
