Establishes a voluntary return to work program administered by the Department of Economic Security providing structured training through designated employers for individuals at least 18 years old.

Participants work 20-32 hours per week for a maximum of 6 weeks while continuing to receive unemployment compensation benefits under section 23-771.01.

Department provides workers' compensation coverage for any injuries or illnesses arising from program participation.

Participating employers must be located in Arizona, provide genuine training opportunities, pay no wages to participants, obtain signed agreements, protect current employees from displacement, and provide requested information to the department.

Program automatically terminates on July 1, 2022; Department of Economic Security is exempt from standard rulemaking requirements to implement the program.
