• Prohibits principals, lobbyists, designated public lobbyists, and authorized public lobbyists from giving food or beverages in any dollar amount to state officers or employees, with violations subject to existing gift restrictions.

• Removes "food or beverages" from the list of reportable expenditure categories by lobbyists and public bodies, making food and beverage gifts non-reportable under the new ban.

• Modifies the definition of "food or beverage" to remove the requirement that the donor be present at the location where food or beverages are provided.

• Updates gift reporting categories in expenditure reports from five categories (food/beverages, speaking engagement, travel/lodging, flowers, other) to four categories (speaking engagement, travel/lodging, flowers, other).

• Eliminates special event reporting exemptions for food and beverage expenditures when all members of the legislature are invited, requiring such expenditures to be reported.
