Amends Arizona Revised Statutes section 15-393 to allow governing boards of school districts participating in a joint technical education district (JTED) to vote for an alternative election system instead of the default five single-member district election system.

Requires that any alternative election system be submitted as part of the JTED formation plan and approved by the United States Justice Department.

Applies the same eligibility restrictions to alternative election systems as exist under the single-member district system, including prohibitions on JTED employees serving on the governing board and restrictions preventing simultaneous service on multiple school or JTED governing boards.

Removes the exception that allowed governing board members in their final year of term to serve simultaneously on other boards or become candidates without resigning.
