AZ SB1400

Establishes a program beginning October 1, 2012 for the Arizona Health Care Cost Containment System (AHCCCS) to assist members with hemophilia and related bleeding disorders in obtaining comprehensive services through private insurers.

Requires AHCCCS to issue annual grants to a statewide hemophilia organization, which must use funds to help individuals obtain and pay for private insurance coverage that offers more services than required AHCCCS programs.

Allows grant recipients to use funds to assist persons with annual family income up to 250% of federal poverty guidelines, and those above that threshold who experience significant hardship, to purchase or maintain health insurance policies covering hemophilia treatment.

Requires grant recipient organizations to advertise services, process applications within 30 days, maintain separate grant accounts, and submit annual reports to the AHCCCS director on fund usage.

Terminates the program on October 1, 2022 pursuant to Arizona's automatic program termination law, and appropriates funding from the state general fund for fiscal year 2012-2013.
