Amends Arizona Revised Statutes Section 15-1802 to expand in-state tuition eligibility for military personnel and veterans.

Grants immediate in-state student classification to persons honorably discharged from active duty, reserve, or national guard status beginning fall semester 2011.

Requires honorably discharged veterans to register to vote in Arizona and provide objective evidence of intent to be an Arizona resident through documents such as driver license, vehicle registration, employment history, or banking records.

Allows discharged service members to maintain in-state tuition classification while in continuous attendance toward their degree without the standard one-year domicile requirement.
