Amends Arizona Revised Statutes section 49-203 to authorize the Arizona Department of Environmental Quality to adopt rules for a state permit program under Clean Water Act section 404(g) and (h) for discharge of dredged or fill material into navigable waters.

Allows Arizona to administer the section 404 permit program in place of the United States Army Corps of Engineers, either fully or partially, if the program is consistent with but no more stringent than federal Clean Water Act requirements.

Requires the Department of Environmental Quality to conduct a stakeholder process before adopting any rules to determine if state assumption of the section 404 permit program is in Arizona's best interests.

Mandates the Joint Legislative Budget Committee review the Director's determination regarding assumption of the section 404 permit program if the Director concludes it is appropriate.

Requires the Department to identify any additional legislative enactments necessary to implement assumption of section 404 Clean Water Act jurisdiction.
